Recommendation #12 To: Fresno, Housing Authority of the City of

To ensure that it adequately identifies its long-term strategies to address homelessness, the Fresno City Housing Authority should coordinate with its CoC to implement a planning process and develop a comprehensive plan that meets all federal requirements by August 2021. The planning process should ensure that the CoC updates its comprehensive plan at least every five years.

Annual Follow-Up Agency Response From March 2025

In 2023 the CoC funded a Strategic Plan in Madera County. The CoC has also created numerous Plans that have involved public outreach meetings as part of its State applications for funds. Based on identified gaps, the community has also established a coordinated plan to outreach to providers outside the CoC system. Internal work is being planned to comprise information across all current gaps analysis and formulated community consensus around strategic goals. Additionally, annually after completing a HUD CoC NOFO application the CoC creates a debrief and opportunities plan that includes all of the strategies discussed in the application and creates recommendations and plans for improvement based on the CoC application. While drafting sections of the CoC application it becomes clear which areas the CoC needs to improve upon the following year and these areas, along with relevant solutions, are discussed at length during the NOFO debrief process then put into a strategic implementation plan. For example, in the 2022 NOFO debrief data related to the Length of Time Homeless System Performance Measurement was discussed, which informed the continuing Built for Zero focus on this metric.

1-Year Agency Response

The Fresno Madera Continuum of Care began some planning process during the U.S. Department of Housing and Urban Development Notice of Funding Opportunity (NOFO) for Continuum of Care funds. During this process we discovered a few other details or processes that would be advantageous to the plan. It is believed the FMCoC will complete this process in late Summer/early Fall of 2022.

The Fresno Madera Continuum of Care believes this planning process would be best created as the process within the U.S. Department of Housing and Urban Development's Notice of Funding Availability for Continuum of Care funds. It is at this time the community makes funding decisions based on data and a planning process. The HUD NOFO was just released today, we will attempt to complete a plan by December 2021.
