Report 2014-131: California State Government Websites: Departments Must Improve Website Accessibility So That Persons With Disabilities Have Comparable Access to State Services Online (Release Date: June 2015)
Recommendation for Legislative Action
To maximize the accessibility of California's websites, the Legislature should amend state law to require that all state websites conform to WCAG 2.0 standards at compliance level AA in addition to the Section 508 standards.
Description of Legislative Action
AB 434 (Chapter 780, Statutes of 2017) requires the director of each state agency or state entity and each chief information officer, before July 1, 2019, and before July 1 biennially thereafter, to post on its Internet website home page a signed certification from the state agency's or state entity's director and chief information officer that they have determined that the website is in compliance with WCAG 2.0, or a subsequent version, published by the Web Accessibility Initiative of the World Wide Web Consortium at a minimum Level AA success criteria. The Director of Technology is required to create a standard form that each state entity's chief information officer shall use to determine whether the entity's website is in compliance with these accessibility standards.
