To make certain that its employment of returning retired annuitants complies with state laws, by June 2015 Corrections should provide training on what constitutes limited duration and how to appropriately document it.
60-Day Agency Response
On 04/03/2015, the following were revised: Retired Annuitant Hiring Approval Form (CDCR 1823), Retired Annuitant Checklist, and Appointment Process Memo (which includes a "short-term...to cover temporary or emergency related work" statement and form CDCR 1823) (OPS Attachment 1). The 05/06/2014 New and Renewal Retired Annuitant Appointment Process Memo also included the same statement (OPS Attachment 2). On 04/08/2015 and 04/21/2015 training was provided via a conference call to statewide human resources staff on that which constitutes limited duration and how to appropriately document it on Form CDCR 1823 and on the spreadsheet for renewals.
