Several Employees Spent Most of Their Work Hours Performing Side Jobs

Figure 1 shows a timeline that displays how several employees spent most of their daily work hours misusing state resources—time, vehicle, and supplies—to perform side jobs between March 2017 and April 2018. The employees began their shift in the morning and were only at the fairgrounds for a short time before leaving in a state truck with state materials to go to the side jobs. The employees spent the majority of their workday at the side jobs. They returned to the fairgrounds for a short period before their regularly scheduled departure time.

Itemized Receipts Obtained From Vendors Demonstrate Inappropriate Alcohol Purchases and Gross Misuse of State Funds

Figure 2 shows replicas of two restaurant receipts that the CEO paid for using his association credit card. Receipt A was for a total of $1,066, of which the CEO spent $393 on inappropriate alcohol purchases and $166 on wasteful tips. Receipt B was for a total of $2,377, of which the CEO spent $614 on inappropriate alcohol purchases and $339 on wasteful tips. Receipt B also includes several high-priced meals that substantially surpassed the $23 maximum allowable travel reimbursement for dinner, including $125 for a lobster surf meal.
