39 Counties Currently Participate in the RADS Program
Figure 1 is a color-coded map that describes the counties that participate in the RADS program. Counties that are highlighted green, participate in the RADS program. The following counties are highlighted green: Alpine, Amador, Butte, Calaveras, Colusa, Del Norte, El Dorado, Fresno, Glenn, Humboldt, Kings, Lake, Lassen, Marin, Mendocino, Merced, Modoc, Monterey, Napa, Nevada, Placer, Plumas, Riverside, San Benito, San Joaquin, Santa Cruz, Shasta, Sierra, Siskiyou, Solano, Sonoma, Stanislaus, Sutter, Tehama, Trinity, Tulare, Tuolumne, Yolo, and Yuba. Counties that are highlighted blue, are within Justice’s service are but do not participate in the RADS program. The following counties are highlighted blue: Imperial, Inyo, Madera, Mariposa, Mono, Sa Luis Obispo, and Santa Barbara. Counties that are highlighted gray, are not located in Justice’s service area and therefore do not participate in the RADS program. The following counties are highlighted gray: Alameda, Contra Costa, Kern, Los Angeles, Orange, Sacramento, San Bernardino, San Diego, San Francisco, San Mateo, Santa Clara, and Ventura. Finally, microscopes are used to depict the locations of Justice’s labs that test RADS sexual assault evidence kits. The labs are located in Central Valley, Fresno, Redding, Richmond, Riverside, Sacramento, and Santa Barbara.

Justice Did Not Obtain Case Outcome Information for the Majority of CODIS Hits
Figure 2 depicts the amount of case outcome information Justice obtained from law enforcement agencies for hits generated from profiles uploaded to CODIS through the RADS program from April 1, 2015 to March 26, 2018. Justice provided 417 hits to law enforcement agencies through the RADS program. Justice obtained at least one piece of case outcome information for 139 hits or 33 percent. Justice obtained no case outcome information for 278 hits or 67 percent.
