All 58 of California’s Counties Now Receive Medi-Cal Through Managed Care Models
Figure 1 is a map of California that presents the 58 counties and shows that each county receives Medi-Cal through one of various managed care models. For rural expansion, 18 counties are in the Regional Model served by Anthem and Health & Wellness, eight counties are in the Partnership COHS, and two other counties—San Benito County and Imperial County—each has its own individual model. For non-rural expansion, 14 counties are in COHS Models, of which six counties are in the Partnership COHS, 14 other counties are in Two-Plan Models, and the two remaining counties are in Geographic Managed Care Models. The 18 Regional Model counties include the following counties: Tehama, Plumas, Glenn, Butte, Sierra, Colusa, Sutter, Yuba, Nevada, Placer, El Dorado, Amador, Calaveras, Alpine, Tuolumne, Mariposa, Mono, and Inyo. The eight rural expansion Partnership COHS counties include the following counties: Del Norte, Siskiyou, Modoc, Humboldt, Trinity, Shasta, Lassen, and Lake. The six non-rural expansion counties served by the Partnership COHS include the following counties: Mendocino, Sonoma, Napa, Yolo, Marin, and Solano. The eight other non-rural expansion counties in COHS Models consist of the following counties: San Mateo, Santa Cruz, Merced, Monterey, San Luis Obispo, Santa Barbara, Ventura, and Orange. The 14 counties in Two-Plan Models consist of the following counties: San Francisco, Contra Costa, Alameda, San Joaquin, Santa Clara, Stanislaus, Madera, Fresno, Kings, Tulare, Kern, Los Angeles, San Bernardino, and Riverside. The two counties in Geographic Managed Care Models are Sacramento and San Diego. The Two Regional Model Health Plans May Require Beneficiaries in the Same Location to Travel Significantly Different Distances to Receive the Same Services
Using Olancha, California in Inyo County as the starting location, Figure 2 compares the distances and travel routes a beneficiary in Anthem and a beneficiary in Health & Wellness would need to travel to obtain oncology services. The Anthem beneficiary would need to travel 60 miles, with an estimated travel time of 50 minutes, to Ridgecrest, California to receive oncology services. The Health & Wellness beneficiary would need to travel 155 miles, with an estimated travel time of two hours and 42 minutes, to Burbank, California to receive the same services.
